FUNDING FOR TRAINING PROGRAMS ON SOCIAL DIALOGUE AND COLLECTIVE BARGAINING, 2026
Maximum Grant: 4,658,000€
PURPOSE
Development of training plans that include training activities aimed at equipping
individuals associated with national-level labor unions and business associations to
carry out functions related to national-level social dialogue and collective bargaining.
PROGRAM A) Training plans consisting of training activities aimed at equipping participants to
carry out functions related to national-level social dialogue and collective bargaining.
PROGRAM B) Training plans consisting of training activities aimed at equipping participants to
carry out functions related to collective bargaining.
AMOUNT OF THE GRANT
The maximum amount will be determined by multiplying the number of hours by the number of participating students by the
amount for the corresponding module.
Each organization may submit only one application, with a single training plan. If
multiple applications are submitted, the organization must select one of them and thereby waive the others.
Program A) may request a maximum of 4,658,000€
Program B) may request a maximum of 652,120€
FEATURES
• Training activities must be aimed at improving the quality and effectiveness of training for
individuals associated with national-level labor unions and business associations, in order to
carry out functions related to national-level social dialogue and collective bargaining
.
• They may not be specifically aimed at the public administration sector.
• For in-person courses, or the in-person component of blended learning courses, the training may be delivered
in whole or in part via a virtual classroom; in all cases, it shall be considered in-person training.
• In-person courses may also be conducted using a bimodal delivery system that
allows the instructor to deliver the training in person to some participants, while
others participate virtually.
BENEFICIARIES
OPTION A)
• Labor unions participating in social dialogue and collective bargaining at the national level.
• Employer organizations.
CATEGORY B)
• Labor unions and employer organizations.
• Foundations or other entities established to provide training for the performance of functions
related to collective bargaining.
**(The latter may not be part of a federation or confederation when such federations or confederations are recipients
of the same grants.)
Obligations of the beneficiaries:
• Carry out the subsidized activity that justifies the grant.
• Ensure that the training is provided free of charge to participants.
• Submit to inspections and audits by the competent authorities and provide the required information
.
• Disclose any other grants or income intended for the same purpose before claiming the funds.
• Retain and provide supporting documentation for possible audits.
• Maintain proper accounting records, with books and records in accordance with regulations.
• Publicize the public source of the funding in all outreach activities.

PROGRAM A)
• Training activities whose content is related to social dialogue and collective bargaining.
• Conferences, seminars, and lecture series on topics related to social dialogue and collective bargaining
.
• International meetings featuring experts from other countries to facilitate the exchange of
information on social dialogue and collective bargaining in different countries.
• Panels, forums, and workshops featuring experts who share information on best practices in social dialogue and
collective bargaining across various sectors.
PROGRAM B)
• Training activities whose content is related to collective bargaining.
• Conferences, seminars, and lecture series whose content addresses functions related to
collective bargaining.
• International meetings featuring experts from other countries to facilitate an exchange
of information on collective bargaining in different countries.
• Panels, forums, and workshops featuring experts who share information on best practices in collective
bargaining across various sectors.
EVALUATION CRITERIA:
Applications will be evaluated on a scale of up to 100 points based on two main criteria:
1. Representativeness of the organization (up to 70 points):
The applicant organization’s influence and presence in its field will be evaluated.
2. Quality of the training plan (up to 30 points):
a) Training coherence (up to 15 points):
This includes the plan’s design, its alignment with needs, the organization’s technical capacity, and
the proportion of in-person training (at least 60%).
b) Plan evaluation criteria (up to 10 points):
Monitoring mechanisms, satisfaction surveys, and impact assessments are evaluated.
c) Monitoring and dissemination (up to 5 points):
Systems for monitoring and publicizing the plan are analyzed.
Minimum requirement:
Plans that do not score at least 35 points in the technical evaluation will not receive funding.
DEADLINES
APPLICATION PERIOD: FROM 04/27/2026 THROUGH
05/11/2026.
DOCUMENTATION PERIOD: 3 months immediately
following the end of the application period.
