NEIGHBORHOODS 2026 PROGRAM

Maximum subsidy: 80% or €21,400

PURPOSE

Participate in the Neighborhood-Level Initiatives Support Program, which aims to fund
construction projects or initiatives that improve energy efficiency, with a special focus on
the building envelope in multi-family residential buildings—including their individual units—and on
single-family homes included in the Recovery, Transformation, and Resilience Plan, designated
in Vigo:
• Casco Bello.
• Bouzas.
• Coia.
• Santa Clara.
• Beiramar.
• Espiñeiro-Teis.
• San Pablo.
• San Roque.
• Fenosa.
• A Salgueira.
• Gorxal.
• Alcalde Lavadores-Canicouva-Public Schools.

AMOUNT OF THE GRANT

 

• If any of the individuals who own or have the right of usufruct over the homes are
in a justified situation of financial vulnerability, they may receive up to 100% of
the subsidy.
• In cases where asbestos-containing materials must be removed, the
amount may be increased from €1,000 to €12,000 to cover the costs of handling, transporting, and managing said
waste.

FEATURES

• To be eligible for the grant, the property must be located within the residential areas
designated for rehabilitation (ERRPs) in the municipality of Vigo, as detailed in the subject line of
this document.
When the project is carried out by multiple beneficiaries, whether individuals or entities,
the grant will be distributed in proportion to the cost and responsibility assumed by each.

• When the owner of the dwelling and the tenant agree that
the tenant will bear the cost of the corresponding renovation work in exchange for the payment of
the rent, the tenant may be considered a beneficiary.
• Improvement or renovation work on buildings used predominantly for residential housing, provided
that, following completion of the work, there is at least a 30% reduction in the consumption of
non-renewable primary energy.
• A reduction of at least 25% must be achievedin the annual energy demand for heating and cooling of the
single-family home or building.
 

**Buildings designated as historic and buildings that, in the last
four years (from the completion of construction through the start of this call for proposals) have already
carried out this type of work, provided such work can be documented**


• If the recipient of the aid is a private individual or legal entity
engaged in economic or commercial activities, the following rules will apply:
1. When the sum of the aid granted over the last 3 years and the amount of this aid
is less than €200,000, the de minimis rule will apply.
    2. If the entity has received aid totaling €200,000 or more in
the last three fiscal years, including the aid requested in this call for proposals, the
aid will be subject to the regime established in the General Block Exemption Regulation
(RGEC).

BENEFICIARIES

• Individuals or legal entities of a private nature who own or have the right of usufruct over single-family homes—whether detached or row houses—or over residential buildings comprising multiple dwelling units (
) and the units within them, whether natural persons or legal entities of a private nature (
).
• Homeowners’ associations.
• Groups of owners who collectively own a building without a deed of horizontal property (
).
• Cooperative societies composed of a group of homeowners or
building owners who meet the requirements established in the Civil Code.
1. Homeowners who form homeowners’ associations or are organized in accordance
with the Condominium Act.
2. Cooperatives operating under a housing assignment regime.
• Companies that lease or operate the buildings, as well as cooperatives that can prove this
status.
EXEMPT:
• Individuals or entities that are up to date in their tax obligations or Social Security obligations
.

ELIGIBLE ACTIVITIES:

• Fees for the professionals involved.
• Costs for drafting project plans and construction supervision.
• Technical certificates and reports.
• Costs related to administrative procedures.
EXCLUDED EXPENSES:
• Costs of licenses and fees.
• Taxes and levies.
**In this case, VAT may be considered eligible for the grant provided that it is not subject to
recovery or offset, either in whole or in part. **

REQUIREMENTS:

Comply with applicable current regulations and obtain the necessary licenses and
administrative authorizations, if required.
Have a project plan for the work to be performed. (In cases where a project plan is not required,
it will be necessary to provide a report signed by a qualified professional justifying that the work complies with current regulations
.)

• The project must include a construction and demolition waste management study.
Building designs and construction techniques must support circularity,
demonstrating the buildings’ dismantlability or adaptability, as they are designed to be
more resource-efficient, adaptable, flexible, and dismantlable to enable reuse and
recycling.
Remove any products containing
asbestos from the building or the area where the work is to be carried out.
The building must be structurally sound or achieve structural soundness through the renovation process.
The architectural characteristics of the building must be respected.
The work must be adapted to the urban environment and surroundings in which it is located, without disrupting
the balance of the landscape or distorting the overall perspective.
The aesthetics of the original facade must be respected in terms of its finishes, roofs, walls, exterior carpentry
, facade installations, clotheslines, signs, awnings, or canopies.
50% of the total floor area (excluding the ground floor or lower floors if they have other compatible uses
) must be used for residential housing. (Tourist housing or properties used for tourism
are NOT INCLUDED , as they are not considered residential use).
The projects must be approved by the homeowners’ association or associations.
• In the case of buildings with a single owner, thecorresponding administrative authorization(s)
are required.

 

 

DEADLINES

APPLICATION PERIOD: From April 15, 2026, UNTIL
May 15, 2026. Or until funds are exhausted.
REPORTING PERIOD: 3months from the completion of the activities.
TYPE OF AID: Competitive grant. De minimis.
