SI429A – EMEGA PROGRAM TO PROMOTE WOMEN’S ENTREPRENEURSHIP IN GALICIA 2025
PURPOSE
The Emega program offers a range of grants designed to promote the creation, improvement, and revitalization of women-led businesses, supplemented by measures to support a healthy balance between personal, family, and work life, as well as access to information, advice, and business guidance services to facilitate the launch and consolidation of projects led by women.

ELIGIBLE PROGRAMS
Emerxe Program: Aimed at startups founded by women.
Specific requirements:
- Start date of the activity: between September 30, 2024, and the application deadline.
- Job creation: It must generate jobs for all female entrepreneurs.
- Unemployment situation:
- Participants must be unemployed before the activity begins (at least 50% if there are multiple participants).
- A person will be considered unemployed if they have been out of work for at least one month prior to registering with Social Security or a professional mutual insurance association, as evidenced by an employment history report or a certificate from the corresponding mutual insurance association.
- Social Security Enrollment:
- Applicants must register between September 30, 2024, and the application deadline.
- If you hire employees, their registration must be completed before the deadline for submitting documentation to justify the grant.
- Not having engaged in the same economic activity during the previous 3 years, as determined by a three-digit match in the CNAE classification, according to an employment history report or a certificate from a professional mutual aid association.
Impulsa Line:
Companies established by women that submit projects aimed at revitalizing, consolidating, or improving their businesses may qualify for this program, provided they meet the following requirements:
- Minimum experience:
- Demonstrate at least 3 years of active business operations as of the application deadline.
- A cumulative period of inactivity of up to 3 months is permitted; or, in the case of newly established companies, their founders must have been self-employed for the 3 years prior to the company’s incorporation.
- Project details:
Include one of the following actions in the business plan:- Change in the event location.
- Refurbishment or renovation of facilities.
- Upgrading computer equipment or applications.
- Purchase of machinery or tools.
- Adoption of new technologies for the marketing of products or services.
- Minimum experience:
- Employment:
- Maintain or increase existing jobs (whether within the company or at other companies).
- New hires must be registered with Social Security between September 30, 2024, and the deadline for submitting documentation to claim the subsidy.
- INNOVA Line: Aimed at start-up companies founded by women that are developing in in research, technology, or R&D&I.
Specific requirements:
- Start date: between September 30, 2024, and the application deadline.
- Innovative nature: an activity, process, product, or service with a high scientific or technological content, based on applied developments, scientific advances, R&D&I, or high-value intangible assets.
- Job creation: It must generate jobs for all female entrepreneurs.
- Unemployment status: project leaders who were unemployed before starting the project (at least 50% if there are multiple project leaders), as defined in Article 6.1.c.
- Enrollment in Social Security or a mutual insurance plan: between September 30, 2024, and the application deadline.
- Hiring female workers: New hires must be officially registered by the deadline for submitting documentation to justify the subsidy.
- Education: At least one project leader must hold a college degree in a field related to the project.
- No prior activity in the same CNAE (3-digit code): must not have engaged in that activity in the previous 3 years.
Concilia Hotline:
This is a supplementary grant for recipients of the Emega Emerxe, Impulsa, or Innova programs, designed to help female entrepreneurs and workers balance their personal, family, and professional lives.
Formats:
- Concilia-Promotoras: A €3,000 incentive for companies with female sales representatives who have children under the age of 3 as of the date the grant is claimed.
- Work-Life Balance for Women Workers:
- €4,000 per company for collective agreements or equality plans that include at least 5 work-life balance measures (flexible hours, compressed workweek, extended leave, flexible vacation, etc.).
- Telework: €1,000 per female employee (max. €5,000 per company) for individual telework agreements (min. 30% of working hours over 3 months).
- Agreements must be formalized in writing before the reporting date and remain in effect for the required minimum period.
- The incentives are calculated using a simplified cost method, in accordance with Regulation (EU) 2021/1060.
BENEFICIARIES
A micro or small business owned by a woman that begins its economic activity or formalizes its recovery and/or improvement plan during the period from September 30, 2024, to August 14, 2025.
Self-employed individuals, general partnerships, business partnerships, cooperatives, and worker-owned companies.
