VI435B - PROGRAM TO IMPROVE ACCESSIBILITY IN AND TO HOUSING BY 2025
PURPOSE
Multi-year program to improve accessibility in and to housing.
AMOUNTS OF AID
a) Renovations to single-family homes (detached or row houses)
Base amount: up to 12,500 euros per home.
This amount may be increased in the following cases:
- Up to 15,000 euros, if a person with a disability lives in the home.
- Up to 18,000 euros, if that person can prove a disability rating of 33% or higher.
b) Work on residential buildings (for collective residential use)
Base amount:
- Up to 9,000 euros per home.
- Up to 90 euros per square meter of floor area used for commercial premises or other compatible uses.
Increases:
- Up to 15,000 euros per home, if there is a person with a disability living in the building.
- Up to 18,000 euros per home, provided that the person can prove a disability rating of 33% or higher.
c) Work on residential units located within apartment buildings (when requested on an individual basis)
Base amount: up to 6,000 euros per home.
Applicable increases:
- Up to 15,000 euros, if a person with a disability lives in the home.
- Up to 18,000 euros, if that person has a recognized disability rating of 33% or higher.
d) Maximum funding percentage
- In general, the aid may not exceed 60% of the total cost of the project.
- This percentage may be increased up to 80% in the following cases:
- If a person with a disability lives in the home or building.
- If a person over the age of 65 lives there .
e) Increase for asset protection
- In all cases, the maximum amounts indicated in the preceding sections (a, b, and c) may be increased up to 3,000 euros additional fees per household, in the following cases:
- Homes or buildings designated as Assets of Cultural Interest (BIC).
- Propertiesthat are listedor have some level of protection under the relevant urban planning regulations.

To determine the applicable amount, each dwelling must have its own individual cadastral reference. Otherwise, the entire property will be considered a single dwelling for the purposes of calculating the subsidy.
ELIGIBLE ACTIVITIES
ELIGIBLE PROJECTS TO IMPROVE ACCESSIBILITY:
The following measures aimed at ensuring universal accessibility and personal autonomy in homes and residential buildings are considered eligible for funding:
a) General accessibility measures

- Installation of elevators, stairlifts, ramps, and automatic door openers.
- Any other measures that promote autonomy and independent living for people with limited mobility, including specific solutions for people with sensory or intellectual disabilities.

b) Installation of support products and technological systems
-

- Cranes or other functional support devices.
- Guidance and location systems that enable people with disabilities to access and use common areas of the building, such as gardens, sports areas, and swimming pools, among others.

c) Information, communication, and signage systems

- Light, visual, audible, or vibrating signals that facilitate navigation and the safe use of stairs, elevators, and other common areas or areas insidehomes.
- Specific features to improve accessibility and safety in elevators, including two-way communication systems in the elevator car.

d) Solutions for people with hearing impairments

- Installation of induction loops or other hearing assistance devices to facilitate communication in common areas.

e) Communication between the interior of the home and the exterior
-
-
- Video intercoms and similar systems that provide visual and audio information, improving communication and security for residents.

f) Safety in emergency situations
-
-
- Elevator alarm devices with visual, audible, and two-way communication to the outside in the event of entrapment or an emergency.
- Option to incorporate induction loops into these systems for people with hearing impairments.

g) Installation of home automation technology
-
-
- Home automation systems or other technologies that promote personal autonomy for older adults or people with disabilities, both in their homes and in the building's common areas.

h) Interventions in indoor spaces and evacuation routes

- Any measure that promotes universal accessibility within residential units, in the building's common areas, or along its evacuation routes, with a particular focus on creating safe and accessible environments.

i) Compliance with the DB-SUA Basic Document (Safety of Use and Accessibility)

- Projects that contribute to compliance with the requirements of the Technical Building Code, particularly those aimed at improving accessibility and safety in elevators, such as improvements to the car leveling system.

The projects eligible for funding may not have been started before January 1, 2022, nor may they have been completed prior to the publication of the resolution in the Official Gazette of Galicia (DOG) – March 19, 2025
REQUIREMENTS FOR PROPERTIES ELIGIBLE FOR ASSISTANCE
The grants are intended for three types of properties:
1. single-family homes (detached or row houses),
2. residential buildings, and
3. dwellings located within apartment buildings.
To qualify for these benefits, the following requirements must be met, depending on the type of property:
1. Single-family homes (detached or row houses)

- They must be completed by 2006. However,this requirement will notapply if at least one person residing in the home has a recognized disability rating of 33% or higher.
- The dwelling must be the habitual and permanent residence of the owners, usufructuaries, or tenants.

2. Residential buildings

- They must have been completed before 2006. This requirement does not apply if a person with a disability of 33% or more resides in the building .
- At least 50% of the above-ground floor area (excluding the ground floor or lower floors if they are used for other compatible purposes) must be designated for residential housing.
- At least 30 % The residential units in the building must constitute the primary residence of their owners, usufructuaries, or tenants. This last requirement will not apply in the following cases:

- If the building belongs to a single owner who must relocate tenants in order to carry out accessibility improvement work.
- If a person with a physical disability lives in the building and is confined to their home due to a lack of accessibility in the common areas.

- Interventions must include:

- The agreement of the homeowners' association or group of homeowners' associations, duly established.
- The administrative authorizations required to carry out the actions

3. Units within apartment buildings (when the application is submitted individually)

- They must have been completed before 2006. As in previous cases, this requirement will not apply if a person with a recognized disability of 33% or more resides in the home .
- The dwelling must be the habitual and permanent residence of the owner, beneficial owner, or tenant.

BENEFICIARIES
- The following individuals are eligible to receive this assistance:
- a) Individuals who own or have the right to use:
- Single-family homes, whether detached or in a row.
- Residential apartment buildings.
- Dwellings located within multi-family residential buildings.
- b) Homeowners' associations or their federations, legally established in accordance with the provisions of Article 5 of Law 49/1960, of July 21, on condominium ownership.
- c) Housing cooperatives, provided they are composed of:
- Members who need housing for themselves or their family members.
- Owners of homes or buildings that meet the requirements of Article 396 of the Civil Code.
- Persons who are members of homeowners' associations or associations of homeowners' associations, established in accordance with Article 5 of Law 49/1960, of July 21.
- d) Groups of co-owners who hold joint ownership of buildings that meet the requirements of Article 396 of the Civil Code and who have not formalized the deed establishing the condominium.
- e) Companies in the construction sector, such as construction firms, building lessees, or concessionaires, as well as cooperatives, provided that they can demonstrate this status through a valid contract of sufficient duration with the property owner, and that such contract grants them express authority to carry out the renovation work covered by the program.
- f) Tenants of residential properties, provided that:
- The actions are not legally enforceable against the owner.
- There is an agreement between the landlord and the tenant that allows the tenant to cover the cost of accessibility improvements, deducting all or part of that amount from the rent.
